I can't believe the idiotic decisions that some people in charge make. 13 year olds hug - plain and simple. Everyone hugs - it relieves tension and shows others we care. The superintendent in the linked video rationalizes his decision by stating that hugging leads to other things - he's right! It leads to conscientious behavior, a caring for humanity and a general feeling of well being. Depriving people of that leads to isolation, repressed anger and then who knows what. Oh, did he mean something else? He needs to get his head out of the gutter. This school board needs some education and probably - a hug.
